Add patchloom structured agent file-edit MCP server

Disclosure: I am the maintainer of patchloom/patchloom.

Adds Patchloom under Developer Tools (not File Systems): structured
JSON/YAML/TOML/md/AST edits with dry-run and batch/tx, not a generic
filesystem MCP.
