The pcf-development plugin had no agents, skills, or commands
referenced - just an empty shell. Convert it to a proper skill
with comprehensive PCF development guidance.
Also resolve merge conflict in CONTRIBUTING.md.

During the staged→main publish, after materializing files into plugin
directories, rewrite each plugin.json to replace individual file paths
with folder references so consumers on main get directory-level entries.

Adds eng/clean-materialized-plugins.mjs which removes agents/, commands/,
and skills/ subdirectories from plugin folders. These are generated by CI
via eng/materialize-plugins.mjs during publish and should not be tracked on
the staged branch.
Runnable via: npm run plugin:clean

- Remove 185 materialized files from git tracking
- Add .gitignore rules to prevent accidental re-commits

Scans agents, prompts, instructions, hooks, and skills folders to
identify resources that haven't had a major change in over 30 days
(stale) or 14 days (aging). Runs weekly or on demand and files a
GitHub issue with the report.

Replace Collections with Plugins as first-class citizens in the repo.
With the Copilot CLI v0.409 release making plugins an on-by-default
marketplace, collections are redundant overhead.

The samples page never called setupModal(), so the close button,
Escape key, and backdrop click handlers were never registered.
Add the missing setupModal() call matching all other pages.
Add a new cookbook recipe that generates WCAG accessibility reports using
the Playwright MCP server. Includes streaming output, structured report
formatting, and optional Playwright test generation.
