Three tools, all free: `screen`, `sources`, `verify_receipt`.
It screens a name against U.S. exclusion, debarment and licence lists and returns a structured
result plus an Ed25519-signed receipt naming the exact list snapshots that were checked, so a
"clear" result is auditable after the fact.
Coverage is deliberately explicit rather than implied — `sources` reports which lists are loaded
and which are not, and the server never claims nationwide coverage.
Placed immediately after the repository link, before the language and scope
flags, matching the other badged entries in the section rather than the "after
the description" wording in the request.
