Merge upstream/main into add-jscpd-server

Resolves the README conflict in the Developer Tools section. Both sides
appended an entry at the same position; kept both, ordered alphabetically:
JoeGlenn1213/ActionD then kucherenko/jscpd.

The merged README is upstream/main plus the single jscpd line.
